The short answer.
Series 63 is the state-law exam for broker-dealer representatives. Series 65 is for investment adviser representatives. NASAA describes Series 66 as the Uniform Combined State Law Examination: passing it qualifies an individual as if they passed both Series 63 and Series 65.
That does not make the routes interchangeable in every circumstance. To register as an investment adviser representative based on Series 66, NASAA says the individual must also have a valid Series 7. State requirements and the activities performed still control registration.

Use the employer’s route, not a shortcut assumption
If a live posting asks for “Series 7 and 66” or “Series 7, 63, and 65,” read those as two accepted credential combinations. Confirm whether the employer hires unlicensed candidates and sponsors the FINRA qualification exam before spending money or planning dates.

Passing an exam is not the same as becoming licensed or registered. NASAA notes that applicants may still need state-specific steps such as an application, background check, fees, and regulator approval.
How to choose the path without guessing.
- Start with activities, not the title. “Investment specialist,” “financial consultant,” and similar titles can describe different regulated work.
- Read the live job requirements. Separate “required at application,” “obtain within a period,” and “preferred.” Those phrases imply different hiring paths.
- Ask about sponsorship and sequence. Series 7 is a FINRA representative-level exam and requires eligible firm sponsorship; the state-law exams follow different enrollment rules.
- Check your existing credits. An already-valid exam may change the efficient route. Verify status through the appropriate regulatory system or employer.
- Confirm the jurisdiction. State regulators make registration decisions, and exceptions or additional conditions can apply.

A practical sequence for an aspiring investment specialist.
- Verify the role’s current license wording and whether candidates can be hired before completing all exams.
- Build securities fundamentals with the SIE, which FINRA currently permits eligible individuals to self-enroll for.
- After joining a sponsoring firm, follow its Series 7 training and enrollment process.
- Complete the employer-approved state-law route: Series 66, or Series 63 plus Series 65.
- Complete state applications, checks, firm training, and any other registration requirements before performing regulated activity.
The SIE and Series 7 are corequisites for the General Securities Representative registration. NASAA says Series 7 and Series 66 can be taken in either order, but both must be valid when someone seeks registration based on Series 66.
